Why a Shortage of U.S. THAAD Interceptors Matters to South Korea and Japan

Reports that the United States has consumed a substantial share of its THAAD interceptor inventory have raised questions about missile-defense readiness in East Asia. The concern is not simply whether South Korea or Japan supports one particular American weapons system. It is whether prolonged operations elsewhere could reduce the number of interceptors, radars and naval assets available during a crisis involving North Korea or China.

What caused the reported THAAD interceptor shortage?

The United States reportedly fired more than 200 THAAD interceptors while defending Israel against Iranian ballistic missiles. That expenditure was described as representing roughly half of the American military's available THAAD inventory at the time, although precise operational stockpile figures are not normally disclosed in full.

THAAD interceptors are expensive, technically complex and produced in relatively small numbers. Manufacturing cannot immediately replace hundreds of missiles used during an intensive conflict, so a large expenditure in one region can affect planning assumptions in other regions even when their launchers remain in place.

The central issue is not that THAAD missiles were recently fired from South Korea. It is that the same limited American inventory must support several potential conflict zones.

Are South Korea and Japan actually alarmed?

Descriptions of South Korea or Japan as uniformly “alarmed” should be treated cautiously. Governments, military officials, opposition parties, defense analysts and members of the public may evaluate the situation differently. Public discussion in South Korea has often focused as much on alliance reliability and consultation procedures as on the number of THAAD interceptors themselves.

South Korean officials have emphasized that the country possesses substantial conventional forces and an expanding domestic missile-defense network. President Lee Jae Myung also stated that South Korea could deter North Korean threats even if the United States repositioned some assets. That position does not mean the availability of American interceptors is irrelevant; it indicates that Seoul does not regard THAAD as its only means of defense.

Japan's concern has a broader regional dimension. U.S. destroyers, interceptor missiles and other forces stationed in or near Japan may also be requested for operations in the Middle East, creating questions about how quickly the United States could respond to simultaneous contingencies.

Was the THAAD system removed from South Korea?

Reports initially suggested that parts of a THAAD deployment in South Korea were being moved toward the Middle East. The commander of U.S. Forces Korea later stated that the THAAD system itself remained on the Korean Peninsula. He acknowledged that certain radar-related equipment had previously been moved and that munitions were being prepared for possible forward deployment.

This distinction is important because a THAAD battery is not a single object. It consists of launchers, radar, command equipment, communications systems and interceptor missiles. A battery can therefore remain physically deployed while changes to its interceptor allocation or supporting equipment still affect its operational capacity.

What is THAAD in South Korea designed to protect?

The claim that the Seongju battery exists primarily to protect the continental United States from China is misleading. THAAD interceptors deployed in South Korea do not provide a practical shield for distant American cities. Their direct interception mission is regional.

However, the battery's powerful radar has wider strategic significance. China has argued that its surveillance capability could monitor Chinese missile activity and weaken China's strategic deterrent. The United States and South Korea have maintained that the deployment is directed at North Korean threats. The disagreement therefore concerns radar coverage and strategic information as well as the interceptor missiles themselves.

Can South Korea's L-SAM replace THAAD?

South Korea has completed development of the first L-SAM system and moved it into mass production. L-SAM is designed to intercept ballistic missiles in the upper portion of South Korea's layered defense architecture, generally at altitudes of around 40 to 60 kilometers.

Operational deployment is expected to begin as production and military integration proceed. The more advanced L-SAM-II remains under development and is intended to intercept targets at substantially higher altitudes, bringing its planned engagement range closer to the role associated with THAAD.

L-SAM strengthens South Korea's autonomy, but the first version should not be described as a complete one-for-one replacement for THAAD. Differences in interception altitude, radar coverage, battery deployment and integration mean the systems are better understood as overlapping layers.

Why the dispute with China still shapes the debate

South Korea experienced severe economic and diplomatic pressure from China after agreeing to the THAAD deployment in 2016. Tourism, entertainment, retail and other commercial activities were affected by formal and informal restrictions. This history explains why any reduction in the battery's readiness can provoke criticism that South Korea accepted major costs without receiving a dependable long-term security benefit.

For some South Koreans, the controversy is therefore less about attachment to THAAD itself and more about the terms of the alliance. Questions include whether Seoul was adequately consulted, whether American assets can be reassigned without sufficient notice and whether South Korea should accelerate independent defense programs.

The criticism that the United States exaggerates South Korean dependence also reflects a genuine political debate. Nevertheless, it does not follow that the American presence has no military value. U.S. intelligence, command networks, air power, missile defense and extended nuclear deterrence remain significant components of the combined defense structure.

Why interceptors can run short without being used in Korea

A missile-defense shortage can develop even when no missiles have been intercepted over South Korea in recent years. The United States maintains a shared inventory for deployed batteries, training, testing, reserves and emergency reinforcement. Interceptors used in the Middle East are therefore drawn from a broader supply system that also supports forces assigned to the Indo-Pacific.

Production delays further complicate replenishment. Deliveries can pause because of testing, supplier limitations, component availability or contract schedules. Announced plans to expand annual manufacturing capacity may improve the long-term outlook, but production capacity is not the same as missiles already delivered and ready for deployment.

It may reduce strategic flexibility and increase uncertainty among U.S. allies in East Asia. At the same time, claims that South Korea has suddenly lost its missile defense or is entirely dependent on THAAD overstate the situation.

South Korea is developing increasingly capable domestic systems, but several of them are not yet fully deployed or do not reproduce every THAAD function. The most balanced interpretation is that Seoul's independent capability is growing while American missile-defense availability continues to matter during the transition.

The deeper debate concerns burden-sharing and credibility. South Korea and Japan must consider whether the United States can sustain commitments across Europe, the Middle East and the Indo-Pacific during overlapping conflicts, while Washington must demonstrate that temporary redeployments do not create unacceptable regional gaps.
